The Kuwait Authority for Partnership Projects (KAPP) has qualified 5 teams for the Al-Khairan Independent Water and Power Plant (IWPP).
The Khairan Power and Water Plant – Phase 1 project will provide 1,800 MW of electricity and 33 million gallons of desalinated water per day. Qualified investors, previously listed in the Official Gazette on December 10, 2023, are invited to request bidding documents by October 15, 2025. The project covers financing, design, construction, operation, and maintenance of the facility, which will primarily use liquefied natural gas and high-pressure natural gas, with gas oil as a backup fuel. The plant will be situated in the Khairan area, south of Al-Zour, roughly 100 km from Kuwait City.
The winning investor will be granted a contract of 28 years and 6 months, including a 25-year commercial operation period during which the plant’s output will be delivered to Kuwait’s electricity and water transmission networks under purchase agreements with the Electricity Authority.
Moreover, a Saudi-Kuwaiti consortium consisting of ACWA Power and the Gulf Investment Corporation (GIC) signed a 25-year power and water purchase agreement with KAPP and the Ministry of Electricity, Water and Renewable Energy. The agreement covers the Az-Zour North 2 and 3 Independent Water and Power Project (IWPP), which is valued at approximately US$4 billion.
