Romania has enacted a new law to significantly simplify the approval procedure for renewable energy projects on agricultural land. The new law will be published in the official gazette of Romania and will become effective three days after publishing.
The move followed the adoption of revisions to Land Law No. 18/1991 by the Romanian parliament in June. The amendments permit the construction of photovoltaic, wind, biomass, bioliquid, biogas, storage projects, and transformer stations on agricultural land parcels smaller than 50 ha.
However, despite the modifications, it remained unclear whether the construction of small-scale projects still required a zonal urban plan (PUZ), which is one of the most time-consuming phases of the permit application procedure.
