Vietnam’s Truong Son wind power project in Laos begins commercial operations

The 600 MW Truong Son Wind Power Complex in Laos has commenced full commercial operations. Located atop the Truong Son mountain range in Khamkeut district of Laos’ Bolikhamxay province, the project completed grid connection and testing before entering operation in September 2025.

Developed by Viet Lao Energy Investment and Power Corporation (VLE) with Phu Xuan Construction and Trading Co. Ltd as the general contractor, the USD1 billion project was built in a record 15 months. It uses 6.25 MW and 8 MW turbines with 182-meter rotor blades and 120-meter towers, located between 1,400 metres and 2,000 metres above sea level. A 220 kV transmission line, connecting Truong Son to Do Luong in Vietnam, marks the first privately financed cross-border transmission built under Laos–Vietnam energy cooperation agreements.

The project’s developers, in collaboration with the National Power Transmission Corporation of Vietnam and other stakeholders, completed a 220kV transmission connection to Vietnam. This included energizing the Do Luong substation bay, the Truong Son substation, and a 75-km transmission line linking Truong Son to Do Luong in Vietnam.
