In a tender, a consortium led by AF-Consult Switzerland Ltd. has been selected by Hidroelektrana Dabar to provide legal, financial, and technical advisory services in awarding a turnkey/engineering, procurement, and construction (EPC) contract for the Dabar hydropower plant (HPP Dabar). The services rendered will be paid BAM1,897,155.10 (US$1,114,390), exclusion of VAT.
The project, governed by the public-private partnership (PPP) law, involves the development of a 160 MW hydroelectric power plant in Trebišnjica river, Bosnia and Herzegovina. The facility is part of a wider Gornji Horizonti hydropower project. China, the U.S., Spain, Turkey, France, Italy, and the Czech Republic have submitted the EOIs. HPP Dabar’s remaining facilities has an estimated value of around EUR200 million (US$229.7 million).
To cover at least 85% of the project cost, Dabar's future partner would have to secure a loan from the Republika Srpska government, to be repaid in cash or electricity over 15 years, following a 4-year grace period. The interest rate would be at around 3%.
Hidroelektrana Dabar covers the rest of the cost and would own 100% of the project. The company has already completed preparatory works worth about BAM80 million (US$47 million) in investment.
