MorGen Energy has reached Final Investment Decision (FID) with ITM Power for the 20 MW West Wales Hydrogen project in Milford Haven, Wales, where the companies will develop a green hydrogen production facility to support industrial decarbonisation and port operations.
MorGen Energy has reached Final Investment Decision (FID) for its West Wales Hydrogen (WWH) project, marking a major step forward for green hydrogen development in the UK. The project involves building a 20 MW green hydrogen production facility in Milford Haven, Wales, and is among the first projects supported under the UK Government’s Hydrogen Allocation Round 1 (HAR1) programme to secure FID.
The hydrogen plant will use renewable electricity and PEM electrolysis technology supplied by ITM Power to produce around 2,000 tonnes of low-carbon hydrogen annually. The hydrogen produced will comply with the UK’s Low Carbon Hydrogen Standard and will be used for industrial heating, manufacturing, port decarbonisation, and chemical feedstock applications across South Wales.
The facility will be constructed on the site of a former oil refinery within the Celtic Freeport area in Milford Haven. Construction is expected to begin in 2026, with commissioning planned for early 2028. Financial backing for the project is being provided by Lloyds and Société Générale, while the UK Government is supporting the development through long-term revenue support under the Hydrogen Production Business Model and grants from the Net Zero Hydrogen Fund.
