City of Rennes launches tender for waste-to-energy facility

The City of Rennes in Brittany, northwest France launches tender to delegate public services for the thermal treatment of household and similar waste, from the territory of Rennes Métropole, with a view to energy recovery (heat and electricity) through the exploitation of the Valuation Plant Energetics (UVE) of Villejean / Beauregard. 

The contract includes the pre-financing, design, construction and operation of a transfer site. The contract is broken down into three phases:

  • Site transfer phase
  • Waste transfer/treatment phase during the shutdown period of the UVE
  • Operation phase of the UVE and the transfer site after the UVE has been put back into service.

The selected concessionaire conduct the design, administrative procedures, financing, and the construction of a transfer site with a capacity of approximately 50 kilotons. During the shutdown period of the plant, the holder will proceed to the reception and the transfer of all the waste of Rennes Métropole, from the site of transfer built and from one or more own sites to the holder. During this work, the concessionaire will provide an expert mission to Rennes Métropole on the feasibility/maintainability aspects of the Design / Realization market and will ensure the gradual return of waste to the UVE during industrial commissioning. Finally, once the UVE has been restructured, the holder will proceed with the operation of the UVE, while satisfying the obligations of supplying heat to the network and ensuring optimal electrical recovery of the steam. It will be responsible for all routine maintenance of equipment, fault management and expenses necessary for the operation of the UVE.

The deadline for the submission of the documents for the tender is on October 14, 2019.
