Bids submitted in for 600 MW Dunkirk offshore wind

8 companies have submitted proposals for the development of the the 600MW Dunkirk offshore wind farm in France. In December, the consortium comprising Iberdrola and Res decided not to continue in the bidding process. 

There were a total of 9 prequalified groups in the race for the project award. The group that didn't submit its proposal has not been disclosed. Pre-qualified teams comprised:

  1. Deme Concessions Wind
  2. Dunkerque Eoliennes en Mer – Engie, EDPR and E.ON (legal advisor: Herbert Smith Freehills)
  3. EDF with Innogy and Enbridge (legal advisor: Clifford Chance)
  4. Elicio, Total and Ørsted
  5. Equinor (legal advisor: CMS)
  6. InControl France
  7. Parkwind with Valeco (financial advisor: Edmond de Rothschild)
  8. Vattenfall with WPD and Caisse des Dépôts (legal advisor: Freshfields)
  9. Vents de Dunkerque consortium – Boralex (technical advisor: CMI5i Pastor)

The Commission de Régulation de l’Énergie (CRE), the procurer, said that the wind farm will have a total capacity of 600MW. CRE appointed a technical adviser along with two key advisers: Ernst & Young (financial) and Orrick (legal).
