Tender launched for consultancy services for Belgrade Solid Waste project

The city of Belgrade and European Bank for Reconstruction and Development (EBRD) in Serbia have launched a tender process seeking consultant for the Belgrade Solid Waste project. The project includes the design, financing, construction, operation and maintenance of a waste treatment and disposal facility under a long-term PPP contract in Belgrade.

The consultant will perform the following tasks for the city:

  • Reviewing the design and effectiveness of other international PPP implementation units and applying their lessons in the context of Belgrade and this Project by advising on the design and setup of the Implementation Unit.
  • Post setup of the Implementation Unit, develop contract management and monitoring tools and processes. Further, administer specific training programs to build the capacity of the Implementation Unit.
  • Upon achievement of Effective Date under the PPP Contract, support the Implementation Unit in setting up and operationalizing the tools.
  • Upon achievement of the Interim Services Commencement Date under the PPP Contract, assist, for a fixed period, with the monitoring of the PPP Contract so as to help the staff of the Implementation Unit becomes familiar and comfortable with the mechanics of the payment mechanism under the PPP Contract of the Project.

The deadline to submit the response is November 21, 2019.
