Seychelles awards 5 MW floating solar PV to Quadran, VetiverTech

The Government of Seychelles is set to award the tender for the development of a 5 MW floating solar photovoltaic plant in Seychelles to Quadran International and the local solar company, VetiverTech. 

In May 2019, the government has launched a request for proposals (RFP) to a shortlist of eligible bidders that resulted from the first phase of the tender (pre-qualification). The eligible bidders, which include Quadran, have submitted technical and financial proposals to the evaluation committee composed of the Ministry of Environment, Energy and Climate Change (MEECC), Seychelles Energy Commission (Sec), Public Utilities Corporation (PUC), Seychelles Investment Board (SIB), Ministry of Finance, Trade, Investment and Economic Planning (MoFTIEP) and the Attorney General’s Office. The winning bid of Quadran and VetiverTech emerged with the proposed tariff of US$9.5 cents per kWh of energy produced. The developers will supply energy to the PUC under a 25-year power purchase agreement.

The solar project will be developed on the lagoon of Providence (Mahé). Through the independent power producer (IPP) structure, the chosen bidder will design, finance, build and operate the power plant. 

Quadran International which is in Seychelles since 2015, has established itself as the top player in renewable energies in the country. The group develops several other solar projects that will help meet the Seychellois government’s objectives in terms of reducing dependence on fossil fuels from 2025.
