Envision Brings 240 MW Wind Project in Azerbaijan to Commercial Operation

Envision Energy has announced full commercial operation of the 240 MW Khizi–Absheron wind power project in Azerbaijan. The project features b turbines delivered 9200 km from China to the Caspian Sea, with expected annual output of about 893 GWh and CO₂ reductions of more than 400,000 tonnes. The wind power plant is located across the Absheron (Area 1) and Khizi (Khizi 3) districts, specifically in the Chayli and Sitalchay villages. It will consist of 37 wind turbines, 12 in Absheron and 25 in Khizi. The first wind turbine was installed on November 23, 2024. All 12 turbines at the Absheron site have been successfully installed and are scheduled to begin operation in Q3 2025. Installation has also commenced at the Khizi site, with the entire project expected to be fully operational by Q4 2025.

The Khizi-Absheron Wind IPP, developed by ACWA Power in Azerbaijan’s Khizi and Absheron regions about 45 km northwest of Baku, is a 240 MW wind power plant that will utilise 37 Envision turbines to generate renewable electricity under a 25-year power purchase agreement with state utility Azerenerji OJSC. The project, carried out on a Build-Own-Operate (BOO) basis and fully owned by ACWA Power through its local subsidiary, is supported by financing from international partners, including the European Bank for Reconstruction and Development (EBRD) and the OPEC Fund. Hua Dong Engineering Corporation serves as the EPC contractor, while NOMAC will handle operations and maintenance, with staged commercial operations planned in 2025.
