University of Virginia launches consultancy tender for Strategic Thermal Energy Study

The University of Virginia (UVA) invites highly qualified engineering consulting firms to submit a letter of interest and associated supporting materials for consideration in the selection of a consultant team to provide engineering services to perform a Strategic Thermal Energy Study (STES) in accordance with the provisions of the University of Virginia Higher Education Capital Outlay Manual (HECOM). The focus of this Strategic Thermal Energy Study will be on Scope 1 emissions resulting from the combustion of fossil fuels on Grounds associated with the generation, distribution, and use of thermal energy. This scope includes both district energy plant and building-level generation and use. It is anticipated that once complete, this STES will provide the following deliverables:

  1. A Thermal Energy Strategic Framework Plan that will inform and guide the University’s work to become fossil fuel-free by 2050.
  2. A Thermal Energy Fossil Fuel Action Plan 2020-2030 that will enable the University to (1) accelerate progress towards eliminating the use of fossil fuels and (2) mitigate Scope I carbon emissions.

In developing these deliverables, this study will evaluate energy use and forecasts, supply risks, legislative and environmental trends and risks, market and financial forecasts and projections, operational constraints and requirements, human and ecological health impacts, innovative technologies, renewable energy sources, and similar characteristics. 

Interested firms must demonstrate significant experience in developing comprehensive energy plans that include renewable and innovative energy technologies, familiarity working in an academic setting, an understanding of current and emerging energy markets, and familiarity with HECOM.

The deadline for the submission of the response is on February 22, 2021.
