MTerra Solar Phase 1, developed as a joint investment by MGEN and Actis, has commenced commercial operations in the Philippines. The project began commercial operations on 26 August 2026, initially covering 600 MWac of mid-merit solar capacity under a Power Supply Agreement (PSA) with Meralco. The milestone followed the issuance of the Final Certificate of Approval to Connect (FCATC) by the National Grid Corporation of the Philippines (NGCP), confirming that the facility had met the requirements to safely and reliably connect to the national grid.
The facility combines large-scale solar photovoltaic generation with battery energy storage. At its July 2026 inauguration, Phase 1 had reached 1,373 MWac of solar PV capacity and 825 MW of battery storage, equivalent to 3,300 MWh. The integrated system allows electricity generated by the solar facility to be stored and dispatched when required, helping provide more consistent renewable power and supporting the stability of the national grid. The project progressed rapidly, moving from groundbreaking in November 2024 to inauguration in July 2026 and commercial operations in August 2026. An additional 250 MWac of capacity under the same PSA is expected to enter commercial operations in the coming months.
The wider MTerra Solar project is planned to reach 3,500 MWp of solar PV capacity paired with 4,500 MWh of battery energy storage. Actis has invested US$600 million in the project, which Terra Solar describes as the Philippines' largest foreign direct investment in a greenfield infrastructure project to date.
