The Municipal Corporation of Manesar (MCM), in coordination with the Haryana Urban Local Bodies (ULB) Department, has begun groundwork for developing a 20-acre waste-to-energy (WTE) plant at Kasan village in Manesar, Haryana, under a public-private partnership (PPP) model.

The MCM has initiated fencing works on the remaining 10 acres of the 20-acre site designated for the WTE project. It had earlier taken possession of the first 10 acres, which were already fenced, and has now secured the remaining 10 acres, enabling site preparation to commence. The fencing is expected to be completed within 15–20 days. Once operational, the facility will process municipal solid waste (MSW), including household and commercial waste, and convert it into energy.

The MCM recently invited bids to appoint an agency for fencing the newly acquired 10-acre land parcel secured from HSIIDC for the WTE project. The initiative gathered pace in March 2026 after the Directorate of Urban Local Bodies (ULB), Haryana, formed a committee to prepare a model Request for Proposal (RFP) for WTE projects across major municipal corporations, including Gurgaon, Faridabad, and Hisar. In addition, the Ministry of Housing and Urban Affairs has issued a model RFP to support states and urban local bodies in developing technically feasible and financially sustainable WTE projects. The committee has been assigned to undertake techno-economic and feasibility assessments, identify suitable project sites, evaluate municipal waste generation, and develop the framework for the power purchase agreement (PPA). Its responsibilities also include estimating project costs, ensuring compliance with environmental requirements, and establishing strategies for the safe management and disposal of residual waste.
