Eight international consortia including European, Chinese and US-based partnering with local businesses, have submitted bids in Turkey’s first wind energy tender involving 1-GW of capacity.
The participants included Danish Vestas and Turkish Enerjisa, consortium of General Electric (U.S.) and Fina Enerji (Turkey), and consortium made of Chinese Goldwind and two Turkish companies, Akfen Holding and Beycelik.
Siemens submitted bids together with companies Turkerler and Kalyon, Enercon joined Polat Energy and Limak Energy, and Nordex with Ilkim Elektrik Yatirim, MKS Marmara and Zorlu Energy.
Senvion Wind Energy Solutions has placed the bid together with IC Ictas Energy. Chinese company MingYang has also participated in the tender with Ilk Construction (Turkey).
The wind power capacity will be spread throughout Turkey, in different locations. The project will cover seven regions for the company to choose from, including Eastern Thrace near Bulgaria, an area close to Ankara and the city of Sivas in central Turkey.
The scheme will also foresee the construction of a wind turbine factory in which at least 65% of the turbines will be manufactured and the company will also have to employ a local workforce, with a minimum set at 90%. If the winning company meets this conditions, it will receive an incrementally higher tariff for its electricity.
The total estimated investment for the scheme is €1.12 billion (US$1.2 billion).
Victoria Cuming, head of policy analysis of Europe, the Middle East and Africa at Bloomberg New Energy Finance, said:
"It is slightly surprising given the tough local content requirements, it seems like every big manufacturer is bidding. Still, is seen as a growth market for wind and is well placed for catering to Europe and for the Middle East and North Africa region".
In April, we informed that the energy minister announced that the tender for 1-GW of wind power capacity at renewable energy resources areas (YEKA) was scheduled hold on July 27. General Electric (GE), Borusan EnBW Enerji, Fina Enerji and Özgül Holding signed Memorandum of Understanding to collaborate on the installation, operation and financing of a joint wind farm as part of the YEKA, the largest wind project in renewable energy in Turkey.
The future wind projects would generate around 3,000 GWh of power/year, supplying around 1.1 million households. and avoiding 1.5 million tons of CO2 emissions annually.
As we reported in late March, a joint venture formed by Kalyon Enerji and Hanwha Q CELLS won the tender to build a 1 GW solar photovoltaic (PV) plant in the Karapınar region in Turkey.
The winning bid was US$70 per MWh of solar power valid for 15 years and companies have 30 years of usage rights. All components that will be used in this project must be manufactured locally and the winner will also has to install in less than two years a solar panel manufacturing plant of at least 500 MW in Turkey.
