The Estonian Goverment has refused to release a contruction permit for the development of an EUR1.7 billion (US$1.9 billion) offshore wind farm located at the west coast of the island of Saaremaa.

The wind farm is being developed by Saare Wind Energy OU. It consists of 100 turbines of 6 MW each, 10 to 27 kilometers off the western coast of the island. The wind turbines are planned to be constructed at 100 metres from one another and would occupy roughly 100 sq km of the island's land area.

Saare Wind Energy OU is jointly owned by Veiko Vali and Kuido Kartau, holding 66.7% and 33.3% shares, respectively.

The Estonian Government did not specify the reasons on why they have turned down the wind project. But the Ministry of Justice cited threat to public order, social security and national security as few reasons for the refusal.
