Rwanda seeks interest to upgrade hydropower projects through private investment

Energy Utility Corporation Ltd. (EUCL), a subsidiary company of Rwanda Energy Group, invites qualified interested firms to participate in the prequalification process to upgrade hydropower projects through private investment.

The project involves the upgrade, finance, operation and maintenance (O&M) of nine currently operating Micro Hydro Power Plants (MHPPs) under a 25 years concession contract.

The preferred bidder will take over existing and operational MHPPs and assume responsibility for its upgrading and financing. All future investments, operation and maintenance costs and power revenues generated will be managed by the selected team.

The preferred bidder will execute a power purchase agreement (PPA) with EUCL as a sole off-taker and all power revenues generated will be managed by the developer. In return, the developer will pay EUCL agreed annual concession fees per site. The proposed sites are:

  • Gisenyi 1.2 MW, is located at Rubavu District, Western Province
  • Gihira 1.8 MW, is located at Rubavu District, Western Province
  • Rugezi 2.2 MW, is located at Burera District, Northern Province
  • Keya 2.2 MW, is located at Rubavu District, Western Province
  • Rukarara II 2.2 MW, is located at Nyamagabe District, Southern Province
  • Cyimbili 0.3 MW, is located at Rutsiro District, Western Province
  • Nyamyotsi I 0.1 MW, is located at Nyamagabe District, Southern Province
  • Nkora 0.68 MW, is located at Rutsiro District, Western Province
  • Nyamyotsi II 0.1 MW, is located at Nyamagabe District, Southern Province

Interested parties must submit their expressions of interest (EOI) on or before 10 October 2014.
