Rwanda seeks private partner for petrol storage concession

The Government of Rwanda, through Rwanda Energy Group (REG), has launched a tender process to develop a petroleum storage facility under a 20 year concession agreement.

The project will be located in Rusororo Sector, Gasabo District in Kigali City on an area covering approximately 10 ha targeting 60 million liters of strategic storage capacity in the medium term.

The preferred bidder will be responsible for the design, finance, build, own and operate of the news facilicits during the concession period.

The operator’s business model may combine various revenue generating options for instance:

  • Throughput fees from third parties
  • Import and distribution of petrol and related products in the country

Interested parties must submit their pre-qualification documents on or before 27 May 2015.

Vision 2020 identifies energy as one of the key infrastructural enablers for economic development in Rwanda. It is currently projected that petroleum consumption in Rwanda will reach 640,000 m3 /year in 2020 from the current 205,000 m3 /year.
