Zambia National Energy Corporation Limited (ZNEC) is a Zambian company established as a special purpose vehicle (SPV) to implement the Presidential Constituency Energy Initiative (PCEI) — a national programme to expand renewable energy and electrification across the country at the constituency level. Under this initiative, ZNEC is responsible for planning and executing the deployment of distributed solar photovoltaic (PV) power plants paired with battery energy storage systems (BESS) in Zambia’s 156 constituencies, aiming to install around 2 MW of solar capacity and about 4 MWh of storage in each area to boost local energy resilience and support the national grid. The total targeted installed capacity under the programme is in the hundreds of megawatts of clean energy. ZNEC is jointly owned, with ZCCM Investments Holdings Plc holding 60 % and the Government of Zambia (through the Ministry of Finance and National Planning) holding the remaining 40 %, and it leverages redirected Constituency Development Fund resources and other funding sources to implement these projects. The corporation issues tenders and expressions of interest to qualified engineering, procurement and construction (EPC) firms to build and commission these solar-plus-storage systems near existing substations to facilitate rapid grid integration.
