The Puerto Rico Electric Power Authority (PREPA) has released a request for proposal (RFP) for the Renewable Energy Generation and Energy Storage Resources project. Through RFP, PREPA seeks to procure 1,000 MW of renewable energy resources capacity and 500 MW (2,000 MWh) of energy storage capacity (with an effective duration of 4 hours), including 150 MW of capacity to be provided by virtual power plants (VPPs) made up of distributed generation, storage, and demand response resources.
The RFP represents the first six RFP tranches soliciting proposals for a cumulative total of 3,750 MW of renewable energy resources and 1,500 MW of energy storage resources during a three-year period in accordance with the Integrated Resource Plan (IRP) approved by the Puerto Rico Energy Burau on August 24, 2020, and certain additional orders issued by the Puerto Rico Energy Bureau.
The RFP covers the design, construction, installation, ownership, operation, and maintenance of renewable energy resources, energy storage resources and VPPs, installed at sites across the island of Puerto Rico, and (ii) the sale and purchase of energy capacity made available by such resources, during a supply period of up to 25 years (depending on the resource). All resources procured through RFP must comply with the applicable minimum technical requirements (MTRs), as adjusted for site-level MTRs as the grid evolves.
The proposal submission deadline and the start of Phase I evaluation will be on May 3, 2021.
