EDF Power Solutions has signed a Joint Development Agreement with Korea Western Power Co., Ltd. (KOWEPO) for the 1.5 GW Al Zarraf Solar PV IPP in the Al Dhafra Region, in the Al Zarraf area of the Emirate of Abu Dhabi, UAE. The agreement was signed in partnership with Emirates Water and Electricity Company (EWEC).
Earlier in January 2025, EWEC issued a Request for Proposals to bidders who successfully passed the qualification process after the Expression of Interest (EOI) stage in October 2024. Out of the 20 companies and consortia that submitted EOIs, 16 qualified for the RFP stage by submitting Statements of Qualification.
The project involves the development, financing, construction, operation, maintenance, and ownership of the plant and associated infrastructure. The successful developer or consortium will hold up to 40% ownership of the entity, with the remaining equity held indirectly by the Abu Dhabi Government. Once completed, it will generate enough electricity for approximately 160,000 homes across the UAE, reducing CO2 emissions by more than 2.4 million metric tonnes per year and raising EWEC’s total solar power capacity to approximately 7 GW (AC) by 2030.
