Applications invited for development of 50 MW Solar and 18 MWh BESS in Gambia

The Government of the Gambia, through the Ministry of Petroleum and Energy (MoPE) and the National Water and Electricity Company (NAWEC), has received the World Bank’s support to develop a 50 MWp Regional Solar Project in Soma, Lower River Region, The Gambia. 

The project includes the following Components:

  • Component 1: Transaction support for IPP Selection through competitive bidding (US$1,300,000). This component will fund transaction advisory services (legal, procurement, financial, and technical) for the Government of The Gambia in the preparation and execution, up to financial close, of a 50 MWp solar plant with 18 MWh battery storage in Soma. Key requirements under Component 1 include: (i) completing the resettlement action plan (RAP) for all affected persons, (ii) supporting the government in developing and implementing the tender for competitive bidding for the solar park, and (iii) ensuring commercial and financial close with the selected IPP, with assistance from the transaction advisors and government.
  • Component 2 – Capacity Building (US$ 50,000) will support key members of the Public-Private Partnership Technical Committee (PPP-TC) to develop internal expertise in conducting bankable solar and battery storage tenders. The goal is to reduce the Government of The Gambia's dependence on external transaction advisors for competitive selection processes. Component 2 will include (i) study tours to nearby countries that have recently commissioned solar parks through competitive procurement, (ii) training and knowledge exchange workshops, and (iii) capacity building from the transaction advisors hired for the RSPG.
