Preferred bidder selected for solid waste management plant in Dehradun

A bidder has been selected for the solid waste management plant at Shishambara in Dehradun, India. The state government has granted permission to the Nagar Nigam, the urban local body of  Dehradun, to open the tender which had received a single bid from Ramky Group.

The company will receive a letter of intent(LOI) within 10 days.

The Shishambara solid waste management plant, with surface of over 8.3 hectares, will be developed under a public private partnership (PPP) model. The project comprises of a composting plant, recycling unit, refuse derived fuel (RDF) facility and a sanitary land fill (SLF). The ministry of environment and forests gave its approval for the project in 2014.

The first tender bid in the project took place in December, 2014, but the process wascanceled because only two companies submitted proposals. According to rules laid down by the local Supreme Court, any tender process is considered successful only if there are three or more bidders. In the following tender processes, only a single company submit a proposal. As a result of that Nigam officials had written to the state government seekingpermission to open the tender.

Nitin Bhaduria, commissioner of the Nagar Nigam stated:

"The permission for opening the tender with a single bidder was granted by the state government a few days ago and we immediately issued an LOI. We are now waiting for a response from the bidder after which the contract details will be made public."

Dr Kailash Gunjyal, health officer of the Nagar Nigam, said:

"The project is well on track and the administration block is almost ready along with the boundary wall. We have also started a plantation drive within the premises of the compost plant. Now that a company has been selected, the development of the plant will start soon."
