Indonesia seeks developers for 800 MW power projects

PT PLN, an Indonesian government-owned corporation which has the monopoly on electricity distribution in Indonesia, has announced it is seeking potential project sponsors for four coal-fired power plants.

PT PLN intends to select sponsors to develop Independent Power Producer Projects for each of: (2×100 MW) Bangka-1 Coal Fired Steam Power Plant; (2×100 MW) Kalselteng-3 Coal Fired Steam Power Plant; (1×200 MW) Kaltim-3 Coal Fired Steam Power Plant and (1×200 MW) Kaltim-6 Coal Fired Steam Power Plant, with a specific condition for Kaltim-3 CFSPP Project where the winning bidder will partnering with PLN's subsidiary company as the Project Sponsors to establish an SPC and execute the PPA.

The selected project sponsors for each location will develop, finance, construct and operate the projects on a Build-OwnOperate-Transfer (BOOT) basis pursuant to a long-term 25-year for Coal Fired Steam Power Plant under a Power Purchase Agreement (PPA); and finance and construct its associated transmission line and its associated facilities, which will be transferred to PLN as a special facilities.

The Pre-Qualification is open to interested party or parties, either domestic or foreign partnership with domestic, who have previous experience in implementing power generation projects and will be selected through a competitive bidding process. The Qualification Criteria will be based on certain categories which shall represent the Applicant’s ability to develop IPP projects, its power generation experience and its financial strength.

The selected project Sponsor shall use products of Boiler, Balance of Plant, Transformer, Cable, Cubicle and Steel Structure, manufactured and assembled by an experienced manufacturer company located in Indonesia. Particularly for Balance of Plant (BOP), some of the equipment must be manufactured and assembled by the strategic State Owned Enterprise (PT PAL Indonesia (Persero), PT Bosma Bisma Indra (Persero), PT Barata Indonesia (Persero), PT Pindad (Persero)).

Interested parties must submit their pre-qualification document on or before September 28, 2016.
