Croatia seeks private investor for hydropower DBOT project

Hrvatska Elektroprivreda d.d., the national electricity company of the Republic of Croatia, is seeking a strategic partner to develop, design, engineer, finance, construct, operate and maintain a new Hydro Power Plant project Kosinj/Senj on a Design-Build-Operate-Transfer (DBOT) basis for a period of up to 30 years, located in Republic of Croatia.

Total estimated size of the investment in the project is around €500 million.

The applicant must demonstrate:

  • Experience in raising financing by demonstrating prior successful experience in raising debt and equity for large scale power projects and/or Independent Power Projects that have reached financial closing in the past ten (10) years;
  • the ability to fund the equity for the development of a power project of a CAPEX of at least €500 million; and
  • the financial strength required to reach financial closing and implement the project along with the requisite Credit Rating.

The deadline for submission of bids is December 18th, 2014.

The project will be realised in two phases. In the first phase, HEP and the future partner will establish a joint venture company, which will conduct a feasibility study and apply for all the necessary permits. Throughout the second phase, the joint venture will carry out construction, operation and maintenance of the project.

HEP owns and operates over 4 000 MW of installed generation capacity and 974 MW of heat production capacity, including 26 hydroelectric plants and eight thermal power plants fired by oil, natural gas, and coal.
