Company description

The Alliance de l’énergie de l’Est is a community-based renewable energy organization in eastern Québec, Canada, created to ensure that local communities actively participate in and benefit from energy development projects. It brings together more than 200 municipalities and territories, including the Première Nation Wolastoqiyik Wahsipekuk, spanning from the Montmagny region to the Îles-de-la-Madeleine. The Alliance was formed through regional collaboration efforts to give communities a stronger voice and ownership in the development of wind energy and other renewable resources. 

The organization’s primary mission is to develop, invest in, and co-own wind farm projects across eastern Québec while maximizing economic, social, and environmental benefits for its member communities. By pooling resources and coordinating efforts, the Alliance enables local governments to participate equally alongside private developers in large-scale renewable energy projects. This approach helps ensure fair distribution of revenues, promotes regional economic growth, and strengthens local control over energy infrastructure and planning. 

Structurally, the Alliance operates as a partnership composed of four main community stakeholders: two intermunicipal energy boards (the Bas-Saint-Laurent and Gaspésie–Îles-de-la-Madeleine regions), and the regional county municipalities (MRCs) of Montmagny and L’Islet. These partners collectively pool financial resources and share investment risks, allowing the Alliance to support multiple projects rather than relying on a single development. The organization typically holds a significant ownership stake in project entities while private partners handle technical development, construction, and operations.
